Why I’m not in charge of hiring

Ok so I am a manager in my store. That’s all fine however I am NOT the hiring manager. I tried to explain that the hiring process would be much faster if I was. After a few jokes with the real H.R. Manager (yes the one who I give shit to every week) he asked how would I make it faster? I said that I would require a picture with each applicant. He stated that we can’t do that. I told him it would make it faster.
He then asked “How?”
So I showed him this..
